I agree 100%. What I would do is bill T&M on this job and offer the option of wire mold or "fished" wiring. Chances are labor os going to driving this WAY up with the fishing.

Kevin's method works,use a 12 ft peice of fish
tape ,attach jet line ,use a shorter fish tape with bent J hook. I have fished walls from attic to first floor ,with insulation ,on two story building.In the between floor method however I used glow rods ,and caddy fasteners.

I have had a lot of luck in goofy cabling situations like this using a 1-2 foot length of cheap steel “ball chain”. Tape it to the end of a fish tape, feed end of the fish with the chain on toward the desired area, then take a 2’ flexible magnetic tipped probe (found in any hardware store) and make a circle inside the void, the ball chain will collect on the magnet, when you feel resistance pull the magnetic probe down the hole attach the cable and feed. The ball chain and magnet works great in many circumstances, it is surprising.
I keep quite a bit of extra chain in the trucks just in case.
