I'm not going to be a judge on this one! The best I can do is take a guess:
1: Pair 1 is used as an open talk pair?
2: There is no such thing as pole 1?
3: If the RA to which you refer means "ready access" then the answer is no. A ready access terminal it is not a permanent or fixed count, pair assignments are "on the fly" throughout the entire cable core. Am I close?
By the way: Bill, Ken is scaring me with questions like these.
