I have a acs system with the external partnermail on it, I need to put in a magix system for expansion, and I need to know if the partermail will work on the etr card ports,

Nope. :nono:
Partner voicemails won't work with Merlin systems. You'll need to use an Avaya Merlin Messaging (No point in going with any of the older Merlin voicemail systems).
