Well CERTAINLY it can be done.
It's called REMOTE CALL FORWARD.
It takes some programming of certain PERMISSIONS, but as long as the customer has some lines they can dial out with, (which I can only assume they have) IT CAN BE DONE.
It is done on a PER EXTENSION BASIS, and after all, a D-I-D points to an extension.
And, it's not that difficult.

The sequence is:
Press FORWARD, Dial 9 and the NUMBER, and then press the POUND SIGN (#).
At that point, you should hear confirmation tone, AND the Forward button will light.

You must also program your lines for Reliable Disconnect.

It's late and my mind isn't at peak performance - however - i believe that when you activate the remote call forwarding feature witch will definitely work on a DID call, that the call will forward immediately versus delayed. If feature interaction is possible to create a delay, let me know!
Sharing Moment:I just had a customer request remote call forwarding for one of their agents logged into a ESC group & I found that group login & call forwarding are mutually exclusive. We created analog members of the same group, logged on, bridged the tip ring to a spare line port that we assigned to a MLX port that we remote call forwarded... TA DA .. Remote agent call distribution for an onsite calling group.... of course this isn't an AVAYA supported solution - just food for thought.

That is called a "LOOP AROUND", and no, the AVAYA folks don't support it.
The reason is, NO ONE UNDERSTANDS how it works, and when it BREAKS, no one can fix it, unless they know how it works.
I use it all the time, but with COPIOUS NOTES in the clients file.
