Are you using numbering plan (1)? If not you have to use CMD200 to set your codes...!

I should also ask if the FOH (front of house) system integrates with the NEC as these message wait lamps could be being set by MCI. There is a way to get these turned off by using an MCI simulator but that is way more complicated!
