Cat 3 is the way to go for your voice. Cat5e and Cat6 cut down on loop limits and are a pain in the ass to terminate on 66 blocks. Terminating 1 pair telephone systems on patch panels blows and is a waste of wire and space. VOIP is still not the average install today BTW and has yet to prove itself the dominant player. 1 4 pair voice cable properly terminated can support 4 1 pair devices, and if on 66 blocks or 110 can be looped unlike patch panel installs.
