Cat 3 is the way to go for your voice. Cat5e and Cat6 cut down on loop limits and are a pain in the ass to terminate on 66 blocks. Terminating 1 pair telephone systems on patch panels blows and is a waste of wire and space. VOIP is still not the average install today BTW and has yet to prove itself the dominant player. 1 4 pair voice cable properly terminated can support 4 1 pair devices, and if on 66 blocks or 110 can be looped unlike patch panel installs. Your call, every job I have installed where people overcabled the hell out of cat6 they ALWAYS had to keep adding cable for phones because how in-efficient that is. Your call..GL.
