PVJ is correct it needs to be a straight through cable.
Are you sure it's an SVMi-4 or a SVMi-4e? Because I believe the E Series default baud rate is 9600.
You didn't say if you saw anything? If you connect to the SVMi and then reset the card you should at least see "garbage" in hyperterminal. If you're not seeing that then your cable is wrong. If you're seeing "garbage" your baud rate it wrong. Also make sure flow control is None and under ASCII setup you turn off Wrap Lines.

It's 38400 for both,y'are right for flow control and for the ASCII .

I have to go out to the customer site next week i will try these things. As for the cable do i have to swap pins 3 and 4 for transmit and recieve?

Pins 3 and 4 are not transmit and receive its 2 and 3.No don't swap it its a straight through cable.
