Thanks for all the replies...
I don't have any control over the alarm systems at these locations but anytime there is a line drop, etc...guess who the alarm tech blames it on..."must be a problem with the phone lines, have them checked and call us back".
Well, their line cut monitor trips anytime off hook voltage is below ten volts and they do not monitor line current so you see my situation.
We arranged a vendor meet with the alarm and phone co and I told them that 7v off hook is a perfectly good line and that the alarm company would have to "make arrangements" to make their system work...amazingly later I got an email saying everything was taken care of... I also sent them specs on three LCMs that monitored voltage and current.
I wonder how alarm systems will call the center when all comms are IP or wireless... :-O

Typically if the alarm system can call out, then the line isn't cut, if it is cut then it cant call out.

THUS there must be a back up system? if so, move that to your primary system and use the pots line as the back up?

or, have the alarm company disable the line monitoring profile.

If your worried about cut lines go wireless dials out like a cell phone. Also for your alarm system make sure its plugged into a UPS. aok

from what I have seen out their alarm companies do the shoddiest cabling I have ever seen. don't let them do any phone or data cabling !
