It is my understanding that the TCP/IP protocol provides acknowledgement that the packet has been received before the next packet is sent. Perhaps it is more like an acknowledgement after every 5 or 8 packets, but that would still be the most "memory" the switch would have to have per channel.
On the other hand, UDP doesn't provide any kind of packet receipt as far as I know, so I still have an incomplete picture...
