Wait a minute. Lets look at this again. Rereading your orginal post " T1 to channel bank, 1-12 go to a 66 block as copper loop start lines, 21-25 go to DID card RDDU in the 670. Yes you will need the CLEC involved and no it will not just plug into your BCM.
The CLEC needs to change the provisioning on the circuit and the T1 card in the BCM will need to be setup to match. One other thing FCC requires a CSU between the smart jack and the T1 card. And before anyone post I know " we put them in all the time without a CSU" you shouldn't, at the very least it provides a test post to keep the finger pointing down to none.

I will call the CLEC to change the provisioning on the circuit and i will program the T1 card in the BCM to match.
