It's really just a simple contact closure that can be used for just about anything that the a lead device can handle the current for.
Old single line sets (2500 sets) had the ability to wire the second pair to provide A lead control, for other applications a peripheral device provides the a lead contact closure when an off hook condition is sensed on the tip and ring pair. Want to activate a recording device? or turn on a busy visual light? this will do it for you.

Okay, Jeff, you weren't listening ..... ***Ken wanders over to Ed's place, grabs the soap box, and saunders back to the front of the thread *** !!! CLUNK !!! That is the sound of the soap box hitting the floor. Now that I have your attention, Sonny Boy, Telecom 101 is now in session. *** Footsteps fading away **** Ed, here's your soap box. Goodnight, Mrs. Calabash, wherever you are.

Ouch. Thank goodness that Ken doesn't keep a paddle in his desk drawer Jeff or you would be walking sideways right about now. I am glad I paid attention in his class.
As Mark said, it's really pretty simple. When the single line set goes off hook, the relay contacts close. When it hangs up, the relay contacts open.
Back in the days of REAL single-line sets, you could buy them with the black/yellow wired to a set of contacts within the switchook. You could also modify the wiring in regular sets to do this. This meant that each time you lifted the handset, a short was placed across the black/yellow pair.
Once designer, imported and cordless phones came on the scene, the days of separate A leads on single line sets went away. That's why these devices were developed. They allow anything from an answering machine to a Micky Mouse phone to provide this set of contacts.

I wired a ton of those a lead control gizmos for Centra-com consoles using centrex back in the early 90's. All the banks and their branches used Centrex around here in those days. I probably threw a hundred of them in the trash a few years ago. I bet you can still buy them from Sandman. Mark

Ken, you're going to blow a fuse!
1. Tip 2. Ring 3. A Lead 4. A-1 Lead 5. Lamp 6. Lamp ground
5 needs to be Lamp Ground, and 6 Lamp. A1 is equivalent to ground. The ITT 601's use the same punchdown for A1 and LG.

TTT, you are correct --- wired too many wire spring relays --- old school we always said it that way. When I went to key school, well I did, they still taught battery went to ground where now they teach ground goes to battery. And don't start ED on negative ground vs negative battery. TTT, were you a toll repeaterman, by any chance? Do you remember the battery/ground references to all 13 leads? Gosh, it's a shame to lose not only your wallet, but to wake up in a new world every day. I have to wear my underwear backwards so I can read my name in the waistband or I wouldn't know who I am.
