Also if its in the main cabinet it needs to be a dual fim for that slot otherwise music on hold doesn't work

Never run into MOH not working with PRI card installed. That's a new one on me thanks.

What does anyone know the minimum feature level needed for a PRI card? Currently a 3 running Q46

I don't think it would be a feature level since you could have run an isdn node as long as you had the link option. Or maybe if you didn't.
