What it is should be on the cover. It's a protected terminal that someone has removed all the carbon protectors from. They now use a building terminal for those and all you can do is call to see if they would replace it. As it stands there is no pair protection. As justbill stated a new terminal was placed in the building and has its own lightning protectors. They removed all the outside protectors so the pairs weren't double protected. If the cat 5 and other wires are tied down to the outside terminal they along with the equipment they are connected to are now unprotected.
