I have my system set up and working correctly. I now only have two issues to solve.
The MSG button on the phones does not call voice mail. It calls another extension. I have done all of the #656 and #657 programming, cancelled call forwarding several times and cleared all of the message waiting indications on the phones (#409). Still calls another extension - random extensions.
The second issue is when the user calls the voicemail extension from their phone, it sends them to the company greeting, not into their mailbox.
When a user receives a voice mail, the display reads CALL XXX-200V (XXX being the extension receiving the VM). It always seems to be extension 200 that it shows the message to be coming from.
My voicemail extension is 216, and it is in a hunt group in prg 33. The VM port 216 is defined in program 13.
Voyager has suggested that I upgrade to a newer version of software (Release 3,2T) which seems like a good idea, but the company does not want to spend any more money on this system. So, before I insist, can anyone think of anything else for me to try?

My bet is that you don't have 603, 656, 657 done with the correct digits.
657 calls the hunt group (pgm *41) or first member of the hunt group (pgm 33)
656 sends a call to the correct vmbox after the call forward no answer timer expires.
Try this:
[Int.] # 6 0 1 [Redial] (clears all forwarding)
[Int.] # 6 0 3 2 1 6 [Speed dial button] 2 0 [Redial] (forwards the calls to VM)
[Int.] # 6 5 6 9 1 [your extension] [Redial] (on transfer to vm, tells the vm what extension to open.)
[Int.] # 6 5 7 9 2 [your extension] [Redial] tells the vm to open up your mail box when pressed.
This is all assuming that your voicemail ports are 216, 217, 218, 219 and that your presonal extension is not 216.
Upgrading is always nice but if it works it works and if it doesn't you find the problem be it programming or software.

Just tried this again - I have went through all phones two times, and just tried one for the fourth. Still receive company greeting when dialing 216 for VM. All calls are forwarding to voice mail properly and MSG lights are lighting up when a VM is received. Any other ideas?

Auto-login to your mailbox when dialing the vm pilot number is not supported on the DK with inband integration to voicemail.

So there is no way for me to program this so that the users can go directly into their mailboxes?

I assume I truly am lost as to what you are trying to do.
Let me guess: You want a user at their phone to dial the voice mail and have it open up their mailbox?
If that is what you are talking about then phonemeister has given you the ultimate answer.
To be sure, this is what you need to do: Dial the voicemail (extension 216 I believe) then dial: * [extension number] # [password] # and listen to the instructions and do as you wish.
As phonemeister says, you can't simply call the voicemail and have it recognize you and put your password in, it can't even recognize you until you put in * [extension number] # [password] #.
The Toshiba rules are the same in Columbus as they are in the LA area.
Is there anything other than this which still needs some work? More detail the better. Thanks, Bunnie

Just for fun check your programming in program 31. I think you may have leds lit that should be lit only for the voicemail ports. Also check prgm 13. JBW

I just don't want the user to hear the company greeting when dialing into voice mail from their extension. I want it to prompt them when calling into voice mail to input their password, then take them directly into their mailbox. I have never seen a phone system that would not do this.
Other than this, I have the system functioning exactly how the customer wants it to. Thank you all for your help. I have no Toshiba experience, and have done nothing with any phone switch for over six years, so please forgive some of my questions, but I could not have accomplished this without this forum. The manuals are not very user friendly, especially when you have the version 2 manuals and version 3 software!

If your message button is flashing and you press it you should reach a port which is connected to the voice mail system. If it reaches any other extention you may have too many leds lit in program 31 on the port of the number you are reaching. In a way prgrm 31 tells the telephone system where to send the call when the flashing message button is pushed. The flashing button should take you straight to the mailbox. I know of no other way to dial straight in to your mail box but pushing the flashing message button should do it. JBW
