To set up a Conference with Personal Park: 1. While connected to an outside line, press the FLASH button. The intercom dial tone will sound. 2. Dial [438]. The first call will be placed in personal park. 3. Dial the desired number for the second call. 4. Press the FLASH button. The Intercom dial tone will sound. 5. Dial the code for SLT Conference Park [664]. All three parties will be conferenced. 6. Hang up to terminate the conference

Conf does have to be enabled in admin programming on a station by station basis. The above procedure is for FP4. I don't know if it is the same for earlier firmware revisions.

Has your numbering plan changed? do you have a leading digit?
Example Leading digit 1 would make the code 1438
Just a though.

That's exactly what we found. I was just getting back to let you know. We originally had this system networked with another and went to 4 digit dialing.
Duh.... Things I used to know......
