In my office all phones are setup to get an outside line by pressing 8. All of a sudden one phone cannot get an outside line. When I press 8 it says use "spcl key for feature codes" however in the intertel manager nothing is setup any different than any of the other phones. All of the programmable buttons are the same and it is only happening with this one phone. Any ideas?

Odd, the feature code for outgoing access is exempt from requiring the special key.

What happens when you press a call key?

If I press 5, 6, 7, 8, or 9 it displays on the display "use spcl key for feature codes" but nothing is setup special or different from any other phone. It just started happening like a week and a half ago. Before that everything was fine and the user was able to get outside line and everything.
The configurations look exactly the same to all the other phones in my DB manager.

Try defaulting the phone, should be feature code 394.

Try swapping with a working phone to see if the problem is with the phone or the port.
