Is there and "out of the box" way to add a 9th and maybe 10th line to Aspire S? I was thinking of telling the customer to buy another Aspire S with a CO card and "network" the two cabinets on their own network. But I figure that another Aspire S would be almost as expensive as getting another system all together.

The S is limited to 8 CO trunks on two cards. If the system is upgraded to an Aspire M KSU, or better yet to a UX5000, you can at least use the existing phones. So, you may find that the most cost effective way to add lines is to replace the KSU............
