The Panasonic bts site (uk and ireland)does not carry the windows program tool as this was a third party program and not supported by Panasonic UK, the only one on that site is the dos blue screen and is for the E model only.

it is no use to you as it is the UK/Ireland site and software, plus has password protected files. I am sure there is a USA one but it would also be password protected and you have to be certified engineer to get it

OBT is correct, the Panasonic programming programs (Redundancy to the MAX) are available ONLY to registered, certified dealers! And to the best of my knowledge, they all ran under DOS. John C. (Not Garand)

Panasonic did release one Windows based programming tool that was made for them by someone else I believe. It is real clunky and IMHO much harder to use than the DOS tool.
The only thing I used it for was it allowed you to import speed dial lists and upload them without uploading the entire database.
It is still available on the old TD dealer site and only works with -3 and up.

Windows based tool was available from version 3 and up. Not sure where you can get it though. Now that the product is discontinued you should be able to find it somewhere on the 'net.
