It looks like it's some sort of alarm-reporting telephone/dialer.

Are there any other inputs on the back besides the "WALL" and "TEL" jacks?

What's hiding under the lift-up flap on the front panel?

I've never seen that before, but I have to agree that it is some kind of dialer since it has the line-in and line-out jacks. As for the recording part, maybe it was a dialer that had a built-in recorder? Hey, I'm just guessing here.

You get a male computer voice prompt when you program unit.

you can enter tel numbers for
fire
police
medical
home

you can set date and time

there are slots in back of unit looks like there is a separate wall mounting bracket needed

There are no other inputs beside wall and phone RJ11 connections. My first thoughts were this is a Life Alert type device that would need a wireless adapter to activate a call out.

It resembles an AT&T consumer product emergency dialer that I once saw and played with back in '91. But I don't see any remote fob associated with it.

Yes, this is a "Telstar" Call Control system. It came out around 1985 (if I remember correctly.) It was essentially an answering machine that allowed incoming callers to leave a "message" (their number) by using the touch tones on their phone. It had some other features like last number dial, speed dial, and incoming hold that were all activated using touch tones on your phone. It was designed to be wired to an RJ-31X jack so that it could be the first device on the line.

I still have one of these and a manual. If you need the manual I can scan it when I get a change.
