I personally have not heard of issues with an X16 and caller ID on a Verizon FIOS line. What did Xblue and Verizon have to say?

Verizon was no help at all. XBlue admitted that they are have trouble with multiple customers on Verizon Fios (only with the X16 system). I'm not an expert at all, but it has to do with the X16 not being able to interpret the Caller-ID protocol over a certain type of FIOS configuration.
