I work for a carrier and have a fractual T1 that breaks out to a punch down block at this location. Phone sys vendor is saying moving to a PRI will fix the problem of the caller experiencing 3-4 rings before the handset actually rings for the 1st time. I don't believe it will and worry the phone sys vendor will just point the finger at us or maybe it partially fixes the ringing problem but this introduces 10 other problems that we get blamed for. Thoughts or ideas are appreciated.

That is simple.... test it before the system, prove that it works on its' own and you are off the hook.

Thanks for the reply. Correct, easy to use a butt set on the punch down block and use a cell phone to call or coordinate with another land line but the vendor is saying "digital" will solve the problem where analog won't. Lot of provisioning work on our side to change the frac T1 to a full voice T1 or PRI just to prove them wrong. Sometimes you may partially fix one problem but introduce several others. Any thoughts are appreciated.
