If no sys speed dial button is programmed on the owners set (Prog39) then use the * key instead. I find it odd that you don't get the confirmation tone after dialing the #603 or #604. I would suggest you re-check the ownership of the PhDns (you mentioned 500 and 501) but you said you can CFA and CFB on the PhDn. This is odd.

Pressing the speed dial button did work for me. After pressing #604 I entered 399 pressed then pressed the speed dial function key and finally 12 and everything has been set properly.
