That's correct.. for some reason the Canadians don't like the concept of being able to mix 15a and 20a plugs on 20a circuits.

I'll back up what tantivy said.

Our industrial buildings especially like to use odd plugs. Our local electrical inspectors don't even like to see an underrated load on a circuit in these parts. I think this isn't in violation of the NEC, so long as the line cord and disconnect can handle the increased current.

This can be a big problem in server rooms. It gives the sparkys lots of extra business when the designers screw up.
