I found the user's guide for it! The procedure for message waiting is:
1. Dial the extension desired; receive no answer or busy signal;
2. Generate a switch hook flash;
3. Dial 44 then go on-hook.
(Note that there is no MW light OFF command. It is automatically canceled when the station presses their message wait button.)
