Route for Local and LD are exactly the same except for the COR and the guest rooms are not in either COR.

One more question. Are LOC and LD go out on the same lines or LOC and Toll over T1 and LD over POTS? Sometimes provider won't allowed calls without 1 + but T1 can ignore 1.

what happens if you change the cos of the room to an admin cos, assuming they can dial out?

If panda's question is answered with a 'yes', build, DON'T COPY, a new COS and change all the room phones to it. Also give them a new, previously unused, COR. That way, with luck, you'll be using un-corrupted areas in the software. You may have to close and open the rooms to make the new COR and COS take effect.
