I know I was thinking exactly what you were. I have checked that all users are on the same keymap. That user was had a different alternate, but I changed that before I started this post and they tested since then. I will rebuild the extension tomorrow. They have a crazy design due to multiple users only working part time but having their own extensions and wanting them NOT to ring when they are not there. Anyway... I will post back after the rebuild. Thanks,
Michael L. Gates

A few comments and questions:
Calls actively ringing to an extension will take priority over calls which have already been answered and placed on hold. You stated line appearances and call appearances. Which is it?
What does the display show when the calls are being presented?
Are you positive that these are hunt group calls? Could this be an attendant station or otherwise receiving recalls from another station or hunt group?
Is it an ACD hunt group? If so, what happens when the agent is logged out?
If these are indeed ACD calls, and Wrap Up Mode For Holding ACD Calls is enabled, you should never see multiple calls presented to any agent.
There’s definitely a piece of the puzzle missing.

No sure on the line vs. call appearances. Will check tomorrow.
I am not onsite and users are kinda slow but, I will get them to watch the calls come in.
I know they used all internal lines to test and got the same scenario.
I built the star that sends the calls to the hunt group so I am positive all her calls are coming from the star. Of course there may be an occasional internal call or transfer, but she mainly takes calls from the star.
It is not a ACD HG.
I will look into it more tomorrow.
Thanks,
Michael L. Gates

Okay, it’s not ACD so the Wrap Up flag doesn’t come into play.
The display is going to provide a key piece of information as to what calls are being presented. Hopefully the agents will cooperate.
