The T1 smart jack cabinet in this case is a Westell, with two 25 pairs going to ADC Remote Terminal, 4 circuit unit with a lock and key in the front. I believe that is a fiber terminal.

An office building near my house (built in the 70s, 3 story medium size building) is served by:
0) abandoned copper, 100 plus pairs just hanging off the wall. 1) fiber to an DSC Litespan cabinet, copper out for POTS, uverse, and T1s 2) fiber to a Ciena unit, metro ethernet circuits out 3) fiber to a Cisco unit, metro ethernet circuits out (tenant gone) 4) fiber to an Adtran unit, coax DS3 out (tenant gone) 5) fiber to a Westell unit, 25 x 2 pairs out to a 24 slot smartjack cab 6) 50 pair copper, 2 or 3 pairs in use 7) Spectrum cable
