The 4 wires going to each relay are a 10Vac wire, a -24Vdc wire, a ground, and (maybe) another ground. It appears that a 10 Volt A-C signal is being converted to a -24 Volt D-C signal (or vice-versa) at each relay. Perhaps to use a dial-selective intercom to operate 5 individual devices. I think I see that one relay is stamped "24 VDC" on its cover. That would mean that the coil uses 24 VDC.

The metal plates seem to have Bell-System-esque ink-stamped date labeling, but the relays are COTS, not WE. ISTR that the Horizon retrofit relays were installed at the KSU and fed a pair (instead of two pair) to each SLT. Later Horizon SLT line cards had the 1-pair modification built in.

These critters are definitely not WE / Horizon items, and the wiring is not done in pairs, as one would expect T&R / ringing wiring to be done.

Arthur, what is COTS?
Thanks for the info guys...the mystery continues. The 5 single pair cords (T1R1, T2R2 etc) were plugged into 5 CO lines (disconnected at the block end)
