No I did not. I don't believe I have ever had to use that program.
Is there a certain step I need to use it for when uninstalling VIP?

Issue Resolved!
Thanks to Rcaman for the help and here is what fixed my issue in case anyone else searching this issue comes across my post.
Using BCDedit.exe allowed the proper loading of the VIP. (Rcaman)
