Stromberg made excellent phones. As I recall, they were a major supplier to both the Military and to the Bell System. If Western Electric didn't have a particular item, S-C was what Bell went for.
Of course, being a US Military supplier meant that the phones had to be "Mil-Spec'd" (High quality).
You should do fine with it.

I got the Call Director and it works great! Some of the unused line keys on the second strip (without the hold button) do not lock, and I'm assuming those were signal keys of some sort.

You are correct. It is likely that the locking screws were removed at some point to convert them to signal keys. It was customary in my world to wrap the unused screws up in a piece of electrical tape and leave them inside the set for future conversions. Take a look to see if they were stashed somewhere.

You're absolutely right. Always tape the screws in the set.

If you want to, you can use the extra keys for signal buttons or control keys (flush the toilet, open the garage door etc.), but you'll have to hook up another 25 pair cable to that amphenol.

I noticed that the key caps come off so you can insert labels for the telephone numbers- and I enjoy replacing the red HOLD key cover with a clear one and putting the red one on Line 1. Were there different colored key caps? I know there were some for the Call Directors with the smaller rounded square keys like the 2565's...

Yes, the button caps came in the obvious clear and red, but also in amber, green and possibly even blue. (I never saw the blue ones).
The older Call Directors did have key strips more similar to those on 565/2565 sets where one single paper strip was held beneath the clear windows in the face plate.
Make sure to note that the buttons have indentations (actually holes) in the sides and the caps have little "teets" that align with them to hold them in place. If you put the caps on 90 degrees out of proper position, they will give you trouble by either sticking when you push them down or popping off when you put a line on hold.
