T1 PRI with an fx-ii and VPS 12.0.4134. Can't get a call to transfer to a cell phone in the call transfer box I put !,,9,,phone number and I get a fast busy. Any ideas?

If this is someones MB, why not CFOS from the phone before it hits the MB?

No just putting the external transfer string in the call transfer section, Tried follow me as well does the same thing get a fast busy, CFOS from a station does work so I don't think it's a problem or feature on the pri.

Try the trace with Call Progress and watch it dial out, what do you see?
I've had issues with Interchange not being able to transfer because it needed a long hook flash and the Interchange never quite got it right.
Also just to verify, these are analog VM Ports right?

When forwarding out from a mailbox without an extension I've always gotten it work by changing the transfer to field to 9,,, and the number. A couple of times I've had to use 9& and the number.

This is the trace log for call progress, I talked to the carrier and they said they are not seeing the system grab another line in the IAD, Does line 1 mean Line 1 or port 1 on the voice mail?
