line 7 goes on hold by it's self. moved line to different card, same result. Telco was on site all tests with in range

I don't put much stock in TelCo testing. I have seen voltage and loop current way off and been told it's "within tolerance". Typically, high voltage can cause false rings, low current can drop calls and high current usually causes echo. Run etrace if you don't meter anything out of the ordinary. The XTS is reacting to something.

Gary, a fairly easy way to check to see if this is being caused by loop conditions would be to disable the loop supervision timer for this CO line. If it is completely disabled, the port will not respond to most abnormal line conditions.
Since it is likely you are fighting a forest fire with gasoline in trying to get the telco people to fix it, you might want to consider taking the loop supervision timer up a notch or two as well. At least by trying these adjustments for a day or two at a time might, your findings might get you headed in the right direction.
One other thing you should check, depending upon the software version in the XTS is the short/long loop setting for CO lines. If the line you are working with is set for long loop and your actual line is within the proper limits, this could cause strange behavior. Going on hold by itself is a stretch, but who knows?

Does it go hold by itself from all phones or just one phone? It may be just a single phone issue if it is only one phone. Try putting line 7 onto line 8 and see if the problem follows the line.

line 7 to line 10 are on 4 ext. for a small pharmcy with in a large grocery store. the phones are button mapped L1 to L6 store only, L7 to L10 pharmacy only. When L7 goes on hold the 4 pharmacy phones are all on hold all with a red ledYou can go back to the 66 block with a butt set and here m.o.h.

does a DSS button show a station in-use? One type of phone failure is various types of phantom dialing.

yes the dss button for line 7 shows in use on all phones. Did test the loop current (38)

Does a DSS button show any phone as being in-use? DSS= Direct Station Select. I am thinking that just one station may be causing the condition.

Does it go on hold after someone tries to answer it or mid conversation? When it goes on hold is the LED flashing, can the call be taken off hold? If the answer to those questions is no, then the line is not on system hold, its either exclusive or consultation hold, like just after it is answered and the call is in the process of being transfered by person or auto attendant.
