UCD is standard, ACD is optional (requires key code) but not expensive (not when I sell it)and the ACD manager reporting software is also optional and can be pricey for over 20 agents and multiple supervisors. Are you sure you need the 16 port Pathfinder? The Inskin will work quite well in your size system when using ACD. The difference in price would more than cover the cost of ACD not to mention the inskin doesn't need any additional DTIB ports and could free up a card. Also an analog voice mail system will not store caller ID information. I have set up a number of call centers so hopefully I can provide answers to any other questions you may have.

what is the difference between UCD and ACD?

apparently we are getting a 24 port as vodavi upgrade us an additional 8 port vm for free. It might be overkill but we will not have to buy another vm for a very long time.

UCD distributes calls in much the same way as ACD, however it doesn't provide any level of call processing reports.

Also, UCD is programmed for station use, where ACD is based on agent use by logging in with a unverifiable code.

I see no reason for the DTMF cards or the ring generator. There isn't a single line card on it and unlike a T1 the PRI doesn't need DTMF receivers.

A 12 port IS voicemail is more than adequate for your needs. ACD is a reasonably priced option.
