i need to add a voice mail transfer button to a phone. I have tried - pgm,99,'button' 2, 165(vm ext), store, pgm. this is not working. have any ideas?

It should be:
Program + 99 Press the button Dial 8 plus the VM extension (165) Store Program

its program 99 button 8 screen will read VTR- type in 165 on keypad the hit autodial/store

When I press the store button using that process the phone beeps 3 times. I am trying to create a transfer button that moves a live call directly to the voicemail system. It is already done on other phone, I just can't figure it out.

JAA, 3 beebs is telling you that the button is already programmed for that. Are you using a button with an LED? While on a conversation, press the VTR key and then the extension number for the person who you would like to transfer diectly into their mailbox, then hang up. BTW, we're assuming that you have a Panasonic voicemail and it is integrated using DPITS. You can call the voicemail by intercom 165, correct? MrG

I am starting to think along those same lines. Maybe the VMS is an extension other than 165.
Two beeps confirms that it was already programmed, one beep confirms that the entry was successful and three beeps is an error tone for an invalid entry.
I just tried the procedure on my TD1232 system here and it worked exactly as described.
JAA, maybe you should check the programming at the known working extension. Hit the program button, dial 99, then press the VTR button. A phone with a display will show you what's programmed there. Just hit hold and then the program button again to exit.
