I read some posts, and paid particular attention to TouchToneTommy's responses.
However, we were not able to complete the task.

Customer bought used system.
I installed it. Hotel rooms are on the 16 port analog card. We setup all rooms to be restricted and can only dial 0 for front desk, and allow 911.

We went to the table and tried to add a "9", and that did not work.
Went back to the table and added " 11 "
Still did not work?

Any and all relevant help would be appreciated.

Just to add, we need motel guests to be able to dial 911 not 9 911

This is a R 1.0 correct?
That's the 1st edition, I strongly suggest you up grade to R 4.0
If my memory services me right, there is very limited things you can do with that.
What you want is in the ARS tables. Not sure how, or if you can do that with R 1

Man, havent touched Magix in 10 years...

If you have documentation, seems to mee you need to set up an 911 partition, adding extensions and trunks to that partition...

We tried the above suggestions with the R1.0 processor, but nothing worked.

February 16, 2020 - Kari’s Law is in effect
Requires the following on all new / upgraded systems:
Direct access to 9-1-1 without an access code.
Routing to the 9-1-1 PSAP (public safety answer point) with no interception.
On-site notification to staff of who dialed 9-1-1.

January 6, 2021 - Ray Baum’s Act §506 is in effect
Requires dispatchable location to be delivered for wired devices.
Dispatchable location is defined as building address and additional data that can locate the caller in a reasonable amount of time.

January 6, 2022 - Ray Baum’s Act §506 adds wireless devices
Requires dispatchable location to be delivered for wireless devices.

Kari’s Law applies to multi-line telephone systems (MLTS), which are telephone systems often used by
office buildings, campuses, and hotels. Kari’s Law requires MLTS that are manufactured, imported, offered for
first sale or lease, first sold or leased, or installed after February 16, 2020
to enable users to dial 911 directly,
without having to dial a prefix to reach an outside line, and to provide for notification (e.g., to a front desk or
security office) when a 911 call is made.

Since the Merlin Magic 1.0 was released the previous century you do not have to worry about the legal ramifications regarding non-compliance.
