Partner r3.1 main console 18d at ext. 10 not able to enter programing, not able to make call, able to recieve calls on 1 line of 4, and buttons have sound when pressed. LCD screen working. Swapped phone with a brand new 18d, still not working. Please help. I know it is an old system but need to keep it running a little longer.

Even though you've swapped the phone, try a known working one back at the control unit, eliminating wiring issues.
Perhaps also a power cycle of the system.

away from the control unit, are you 100% sure you are dealing with Ext 10?

Construction, remodeling, repairs? If yes, where and what? (Mangled/pinched cable) If no, replace the jack and repunch the crossconnects. John C.

A problem like that wouldn't be caused by the usual problems like an open or shorted pair to that phone. That would rule out a mangled line cord or bad jack.
