Have a customer with Merling Legend R7.0 using call forwarding to a cell phone for various extensions. Using code correctly ie *33+9+cell number#, and calls are transferred from a DLC to the extension and out to the cell phone, well what happens is the line that called the cell phone remains off hook and the only way to clear is pick it up at the console and manually disconnect, says conf call 3 in display (customer reports). This ends up tying up all outgoing lines in line pool until cleared. Any help appreciated.

If the lines are loop start, you may want to check the Reliable Disconnect setting

All the lines are loop start and checked that Reliable Disconnect is set to yes. At this location due to their carrier, all the calls that are being forwarded are going out over their long distance carrier, all these lines are in the 891 Pool and go out over a T1 circuit. These circuits are being given to me as Analog LS circuits via an Adtran channel bank, don't know if this is where we are having the problem. All the 800 calls that come in to this office come over these circuits as well but they are working correctly on the disconnect side. It seems that only the call forward calls get hung up. The receptionist has to go through multiple times during the day and clear these lines which say Conference 3 in the display. You are able to get on them and then disconnect the line. They just started using the call forward feature and this all started happening.

Just because you've told the Legend that the lines have Reliable Disconnect doesn't mean that the CLEC is providing it through the Adtran. Time to call the Telco!

If it was on the Telco side wouldn't I be seeing this problem more times than just on the call forwarded calls?

For some reason the positive disconnect is being lost somewhere along the way. Loop start ports on a T1 circuit can cause headaches.
While I don't have any quick fix solutions, my thought would be to have the ports re-optioned as either Ground start or T1E&M Wink.

Tommy may very well be right about this one. I just got done battling a CLEC in Santa Monica about this very thing! Similar gig...Adtran and all.
