One of our phone operators complains of dropped calls and hearing other people's conversations. I'm not sure what steps to take to troubleshoot the problem.

That sounds like a card problem potentially. Try to roll the card with another known good one. This could also be a backplane or ribbon cable issue if it is a dual cab Axxess.
