We currently have about 5 polycom phones programmed in our Inter-Tel Axxess system. Some can dial internal extension. Others cannnot. Some you have to dial an 8 before dialing an outbound number. Others you do not. Where is this information stored so I can make them all perform the same.

Under the individual station - system/devices and feature codes/stations. Look at one that is working as you want and match the others. You can copy and paste, but be careful you don't paste items you don't really want to paste.

Sounds like some are setup as "house phones".
Under System / Devices / Station / Actual Station Extension there should be something called House Phone. If set to YES, it dials whatever digits you place in the House Phone Day / Night fields as soon as the phone goes off-hook. Guessing some are set to YES and have the number 8(outbound call) in the Day / Night fields.
