Can I have a Co line programmed as Idle line appearance on an IP office configured as standard pbx instead of having to touch line button all the time. (No dial 9 ability)

The only way, would be to put the line appearance you want, to be the first button. On current releases, it doesn't matter if the first button was an Appearance or Trunk button. On older releases (r5 and earlier) you would get an error if an Appearance button was not first.
