A client of mine want to bar international dialing to certain international destinations from originating from his OS7400 PBX. This should affect everyone including Class 1. Is there a way to bar certain country codes for class 1 without panel-beating it to class 2?

That's why you have cos tables to denied or allow dialling out
you need to find out where and which extns want barring and set up tables
