System is MBX IP, VMIB in slot 4. Users trying to retrieve voice mail receive "No channel" when dialing. Lights on board "go round and round" counter-clockwise. I just inherited this system, don't know much about its history. (Age, update history, maintenance if any has ever been done) Is the board bad, maybe hard-drive need replacing?

Nope, board isn't bad, doesn't have a hard drive. The system has lost it in configuration. Try a board reset, and if that doesn't work reset the whole system. If that still doesn't work you will need some more extensive tech support.

Certification is required to sell the MBX. It isn't a "pick up the book and install it" type of system.
