The display on one of the multi line phones shows an arrow pointing down followed by pApAp. The phone cannot make outgoing calls or receive incoming. What does this mean?

Sorry, it's the Electra Elite IPK. I have switched phones with a known good one and it reads the same on the phones display.

I powered down the system for about 30 seconds then turned it back on, but the problem still exists.
