Put your test set ( butt sett ) on one of the lines in question ( say line 9 ). Have someone grab line 9 on a system phone and dial your cell number. Count how many digits you hear. If it is the same amount they dialed then it's not outpulsing *67 or any other codes in front of the number. Also if it was LCR it would sound like a speed dial on your test set. When you say lines 9-11, they are on the 2nd LCOB. Switch with the first LCOB and see if the problem follows the card. The older LCOB's were part number 3531-03, the newer ones are 3531-06. I do remember some problem with putting in a newer card in an older STS. Can't remember what that was though.
