Just got a dk 16 back from repair for P.S. and the analog stations on power up go immediately off hook and stay busy without anything hooked to the block, could power supply have blown the card when it went? I unprogrammed the card uninstalled it and programmed it back in and reinstalled it, same problem.

I've seen faulty RSTU cards do this - you may have to replace it.
