Hi friends, I'd like to ask if there is a program that i can use to watch from a pc all the incoming and outgoing number that are dialed.
Do i nead a license for that ?

You will need a BSIS card installed on the processor and a PC to collect the serial output SMDR Data. With hyperterminal you can see the raw data in real time.
If you want the data sorted for reports, you'll need a call accounting program like Tapit or Ultimate Call Accounting.
No license needed. The CIX 40 is already licensed for one serial port.
