I have a CIX1200. When someone dials 9 on their DN they access the PRI and make an outgoing call. How do I restrict one DN from doing his?

Easy way is to change his LCR group to a number not being used. Then when he dials '9' LCR doesn't know what to do and returns a busy.
But be careful....This user will NOT be able to dial 911!

I tried this. Its still getting out. Do I need to edit LCR group? If so how?

You changed the LCR for that extension (in Prg 200) to another number and he can still get out? That should not be the case unless the other LCR groups are defined.
If you start changing the LCR table everyone uses then you could prevent everyone from getting out on the PRI if you are not familiar with it.
Two other fairly quick methods: Change that DN's COS to another unused COS and remove the ability to use LCR in that COS.
Change the DRL to another unused table (like 10 or something), and go to the DR table and change that table from a "Deny" table into an "Allow" table, which will restrict all dialing while using LCR (dial 9). That would only affect direct access analog lines if they were enabled in the OLG.

Sounds to me like access code "9" is set to direct OLG not LCR. You will need to set the DN to a DRL that is type="allow" with no entries. This will "allow" no calls from that DN.
